Retrofit Coordination

Project-level oversight that links assessment, design, installation and handover, with risk managed at every stage.

In short: A retrofit coordinator manages a retrofit project from assessment to evaluation, evaluating options, preparing a medium-term improvement plan and managing technical risk. You need one for PAS 2035 work funded through schemes such as ECO4 and Warm Homes: Local Grant; for private projects it is optional but valuable when several measures interact.

What it is

A retrofit coordinator takes responsibility for the retrofit project as a whole. The role links the assessment, the evaluation of improvement options, the medium-term improvement plan, design, installation, handover and evaluation, and checks that technical risks are identified and managed at each step.

Coordination matters because individual measures interact. Insulating walls or floors changes how moisture moves; sealing draughts changes the ventilation the home needs; a better-insulated home needs a different heating system size. A coordinator looks at the whole house so that one improvement does not create a new problem.

Under PAS 2035:2023 the retrofit coordinator is a defined role with a specified competence, and is responsible for lodging project information where a scheme requires it. Outside funded schemes, coordination is still valuable on any project involving more than one measure.

Typical reasons

Why people commission it

  • A funding scheme requires a PAS 2035 retrofit coordinator
  • The project includes several interacting measures
  • You want one accountable role managing risk across the project
  • You need a medium-term improvement plan to phase works over time

Scope

What’s included – and what isn’t

  • Preparation of a medium-term improvement plan
  • Assignment of the project risk path and appropriate design input
  • Coordination with designers, installers and other specialists
  • Checks during works, as agreed for the project

Retrofit London delivers this service directly. You contract with PRIMELINKS SOLUTIONS LTD, trading as Retrofit London, and your written quotation names the person who will carry out the work. If a project ever needs input from another specialist, we will tell you before it is arranged.

Before we quote

Information that helps us quote accurately

  • Property details and any existing assessment
  • Funding route and its documentation requirements
  • Proposed measures, if already identified
  • Names of any appointed installer or designer
  • Programme dates and constraints
  • Number of properties and how they are grouped, for programmes

Coordination involves desk-based work and site involvement. The level of site attendance depends on the project, the measures and any scheme requirements; it is set out in the quotation.

What affects the price

Factors that affect the quotation

  • Number and complexity of measures
  • Funding scheme documentation and lodgement requirements
  • Number of dwellings and programme length
  • Level of site involvement required
  • Heritage constraints and the project risk path
  • Number of parties to coordinate

We do not publish fixed prices because the work depends on the property and the purpose. You will receive a written quotation setting out scope, deliverables and fees before any work starts.

London homes

London property considerations

London projects frequently involve terraced and semi-detached homes with shared walls, converted flats with several owners, and blocks managed by freeholders or managing agents. Coordination needs to account for who must be consulted and who must consent before work starts.

Access and logistics also shape the plan: limited parking, restricted working hours, and neighbours close by. Where a home is in a conservation area or listed, the coordinator should make sure the planning position is understood before measures are finalised.

FAQs

Common questions

Not covered here? Ask us directly.

Do I need a retrofit coordinator for a single measure?

If the measure is funded through a scheme that requires PAS 2035, yes. For privately funded single measures it is optional, but coordination is still useful where the measure affects moisture or ventilation.

Is the coordinator the same as a project manager?

Not exactly. A coordinator manages the retrofit process and technical risk. Contract administration, programming of trades and site management are separate roles unless they are specifically agreed.

What is a medium-term improvement plan?

It is a plan for improving the home over time, setting out measures in a sensible order so that early work does not prevent or complicate later work.

Can you coordinate a project where the installer is already chosen?

Usually, yes. We will need to understand the installer’s scope and confirm how information will be shared.

Do you handle lodgement?

Where a scheme requires lodgement by a retrofit coordinator, the quotation will state who carries this out.

Do I need a retrofit coordinator?

You need one if your project follows PAS 2035 – for example work funded through ECO4, Warm Homes: Local Grant or Warm Homes: Social Housing Fund. For privately funded work it is optional, but useful when several measures interact or the home has moisture or heritage risks.

What qualification does a retrofit coordinator need?

PAS 2035 competence for a retrofit coordinator is commonly met by the Level 5 Diploma in Retrofit Coordination and Risk Management. Ask any provider which qualification the named coordinator holds.
